  1. Response time is the time it takes for an average driver to

    (1) see and identify a hazard

    (2) start to apply brakes to stop or steer to avoid the hazard


  2. The amount of time it takes you to respond.

    It'll save you money and embarrassment if you just get out of your driver's ed class now. Your clearly not intelligent enough to complete it successfully.

The response time, is the amount of time it takes the driver to respond to a situation, to enable him to safely avoid a potential accident.  i.e. the driver needs a set minimum distance gap between his car and the car in front, (this increases as the speed increases) because, if he sees the car stop in front, he needs to think about applying the brakes and be able to stop without hitting the car, in wet weather, this distance gap needs to be greater, because of slippery road surface conditions and therefore, it follows that the response time is longer.
