  1. Seed treatment  means adding some fungicide or pesticide to seeds before planting them. it can be a powder or something. Eg. Thiram

soil treatment means the same thing done to the soil. resistand cultivars are developed by Resesarch Insttutes. U can purchase them according to ur need. eg if u have mite attacks commonly in ur area u can look for a cultivar resistant or tolerant to mite attacks. It can be resistancy to some disease as well.

  2. 'control resistant varieties' is confusing.  Do you mean the use of resistant varieties to control pathogens.  The people who answered previiously obiously think that there are only  a few pathogens in the world.  Genetically Modified (i.e. transgenic) crops do not exist for all the insects, bacteria, fungus and insect pests out there.  For example, there are no trangenic varieties of soybeans to control stem canker, charcoal rot, frogeye, phomopsis, stinkbug, etc. etc.  The list goes on.

  3. This is what i know from Corn and Soybean production in Central Illinois

    Seed Treatments-

Its a treatment places on the seed just before its bagged and ready to be sold.  Poncho 1250 and Cruizer Maxx are the two popular treatments.  The treatment helps the seed with germination, provides a safety zone for the seed as it comes out of the ground, helping fight off pest.

    Soil Treatments-

This is a treatment usually put down around planting season.  Its placed in bands right in the seeding slit.  Popular treatments are Aztec, and Force.  They are Restricted use and require a licenses to use them.  They provide protection from insects like Black Cutworm, and wire-worms.

    Control Resistant Varieties-

This is a hybrid that has been Genetically altered.  In corn this would be any hybrid with the Bt label on it. Also in soybeans, varieties can be sold with Soybean Cyst Nematode protection.

All this technology has been around for awhile now, and depending on your style, you could only like a certian type. All three systems work in Corn and Soybean production.

  4. Seed treatment usually refers to fungicides that are applied to the outside of the seed.  Fungicides will help keep soil born fungus from destroying the seed, especially when germination is delayed when planted in cold, wet soils.

Soil treatment usually involves fumigating the soil to kill undesirable fungus, microbes and insects.  It's used more often with truck crops.  For example, in Florida, it's used before planting strawberries.

Control resistant includes a lot of the GMO's.  Corn varieties resistant to rootworms have the naturally occuring bc (bacillus-thurengus or however you spell it) spliced onto the corn DNA.  When worms start feeding on the roots, it poisons them.
