well... in general seeding and leeching is used for torrent file's health ..

for example here you said about thepiratebay.org...  imagine one file is on it for download ... now ... some people have completely downloaded that file and they are uploading that file .. it is known as seeding ... and on the other hand some guys are downloading that file but also uploading too but at lower speed , which is leeching ...

so if any file has higher number of seeders and lower number of leechers , will download at very fast rate compared to file that have lower seeder and higher number of leechers !!! ..

ahh.. and from about explanation you must have understood that , you DON'T control seeding and leeching of any file ... right ?? .. i mean.. using only single computer will not effect must of seeding and leeching ..
