You get a special board made for this purpose, incidentally called a skim board, and you skim the waves that are usually just coming in onto the beach. I believe these types of waves are called breakers. It's pretty fun because you're guaranteed to have waves, whereas in surfing some days might not be as good as others. It's not very easy, actually, but once you learn how to use the board correctly, it is very fun. You throw the board in front of you onto the water and jump on as it is moving.
