what are you talking about? i've never heard of a 'solar galactic hypothesis'... although the question could indrectly be related to quite a few things...

There is no such hypothesis, at least not in the scientific community.

Solar means "of the sun".  Galactic means "of the galaxy".

Outside of the fact that our sun is one star in the galaxy, and that solar systems have some similarities in appearance to some galaxies, there is no scientific reasoning that links the two.
