  1. Solid waste is p**p.

  2. Construction waste, manufacturing waste, and the stuff you put out at the curb for pickup (trash + garbage = municipal solid waste) are solid waste. Chemical waste may be. What you flush down the toilet or down your sink goes to a waste-water treatment plant as "sanitary" waste. Can you think of anything less sanitary?

  3. Solid waste is everything not liquid waste and not air emissions.  So chemicals in solid form can be solid waste.

Construction waste is solid waste, but since most construction materials are innocuous, are not generally considered to be much of a problem.

Chemical waste, especially certain halogenated aromatic hydrocarbons, needs to be handled with care.

This is a good question.  The regulation, handling, risk, mitigation, etc. are entirely different for solid, liquid, and air emissions.
