Only two words beginning with the letter b come to mind right now in the context you have described.  One of them is "to bleed (someone)", in the figurative sense of extorting money out of the person.  The other word is "to badger (someone)", as in to pester, torment or tease someone, like a dog might pester a badger.

I sometimes use the term "psychic vampire" to refer to someone who demoralizees other people and seems to suck the life blood out of them that way.  I first heard it used on television by a so-called vampire expert when he was asked if he really believed in vampires.  He said he believed in psychic vampires.
