Pack a nice picnic lunch and take it with a blanket and a big, bright kite down to the National Mall. It's a great place to people watch and just enjoy the day. It's so relaxing watching a kite dip and sway in the breeze. It makes for cool pictures, too.

Or, take one of the city-view, scenic Cruises that includes a buffet meal... in the evening they have music for dancing plus you can see the city all lit up. If you go during the day, you can see all the cool points of interest. Either way, it's romantic being on a boat watching the city go by.
