Its not actually the store that determines the tax rate.  Tax rates are determined by local taxing authorities, such as the state, city, and even county.  Some states have no sales tax while others are very high.  Different jurisdictions also impose sales tax exemptions on certain items such as equipment for the handicapped, food, etc.
