  1. Certain jobs should have a skill set associated with them.  People have a skill set.  Organizations have a limited number of employees.  Many times different departments within an organization may have the same needs.  Being able to identify individuals with the needed skill set and allowing individuals to cross department lines quickly is strategically managing your employees (e.g. Fed Gov having a need for people that understand technology and also are fluent in Arabic and XX language..could exist anyplace in a government job);  Strategic HR management also means being able to plan and anticipate future job skills, so either nurture the development of those skills in current employees, or plan to hire from outside.  Focusing on skills vs. a job title allows this.
