What is that (fairly) old arcade game?

I remember playing an awesome game at Putt-Putt some 5 years ago. It had two kids that kinda looked like greasers and had Yo-yo's as weapons. I played it on a compilation type arcade game. It was very cartoony. Please help me i love this game but forgot the name.
