What is that food in those carts that look like ice cream carts, but it's these puffy things?

They look like pinwheels, or sometimes like puffy cheetos without the cheese. A guy has them in a cart thing that looks like an ice cream cart. People go up and order them with sauce, like chile and limon. My coworker knows what I'm talking about, but doesn't know what they are called. She says they also have things like corn with mayo and stuff sometimes. But I want to know what the puffy things are called!
