  2. The fleshy area under the lower mandible (lower beak) is called the  interramal region or  interramal space.  It's perfectly normal.

  3. That space under a budgie's chin is what helps the bird move its tongue and swallow normally. It's nature's way of preventing tears and other nasty things from happening. It's completely harmless though a bit bizarre to look at. Sometimes something might get stuck in there and has to be removed by the vet or at home with tweezers - usually it's a piece of seed or a chunk of bird toy.  

  4. That's just how a parrot's lower beak is connected to its body.  It's connected at the sides, but not in the middle.  But don't worry; it's not going to fall off.
