  1. Many pro-cyclists use Aero bars on their bikes. You need a good road bike first. You would also need to purchase clip-on aero bars as well.

  2. I think you are talking about Tri Bars (also known as Aero Bars). They are using specially designed 'Time Trial' bikes, but many amature cyclists use normal Race Bikes.

You can get the Tri Bars from £20-£100 ($40-$200)

The bikes are from £200-£5,000 ($400-$10,000)

    Hope This helps,

  3. Aero Bars. Not to rest on, but to reduce the size of the front of your body hitting the full force of the wind, thus reducing wind resistance, which is needed in Time-Trails, which are done individually, as opposed to a normal race, where you can draft your team-mates and other competitors.

  4. It's called an aero bar. You see them in competition mostly in time trials. Time trial bikes have a lot of other unique characteristics, however. An example is at http://www.cervelo.com/bikes.aspx?bike=P...

Adding "after market" aero bars only makes sense on road bikes. You can buy bolt-on aero bars in a number of places for about $40 up. Look at http://www.performancebike.com/shop/sub_...
