They're more than likely just smoking tabacco.  No one in their right mind would smoke pot in public like that.

I don't know, but more than likely it was hookahs you saw people using, not bongs.  Was it a Middle Eastern restaurant?

Edit: These days, hookahs are used for tobacco (may be flavored), especially in a restaurant setting  (hookah bars).  People usually sit around, smoke and drink tea.  Bongs, are usually used for smoking pot, and may be more simply constructed.  Both are called water pipes.
