A scrum is something that is used to restart the game when things such as 'knocked on' occur.  In modern days, it is made up of a 3,4,1 formation.  The attach and then push against the other side, while the no.9 puts the ball into the scrum.  The 8 push, and the hooker - in the middle front tries to 'hook' the ball back to the number 8 at the back.  then the no.8 either picks the ball up, or another player (usually 9) picks it up.

If you meant a huddle however, then this is just a conference between the player to talk about what they are going to do next, etc

Not just a rugby thing. Many sporting codes do the same to provide a final motivational tweak before the game starts.

It is called a SCRUM. The players fight for the ball and push it to the back of the scrum so the other players can run it up the field.
