What is that water structure next to the Littletown, Co. downtown Light Rail Station?

It diverts water in what would appear a power generating station, but the visible part seems to be too small.

If I understand your question, it appears to be an aqueduct carrying a stream from Ketering Lake in Sterne Park / Littleton War Memorial Rose Garden (S Spotswood St and W Shepperd Ave), over the railroad tracks, thru downtown between Church and Alamo, then behind the shopping mall and into the S Platte River.
