The earth makes one full rotation (in comparison to the sun) every 24 hours.  With 360 degrees of longitude, we rotate 15 degrees each hour.  So, if the sun is directly south at 1:00p.m. here, it will be directly south one hour later, 15 degrees west of here.  This is part of the reason why we have "time zones."
