  3. The EPA sets the standards but leaves the enforcement to states to enact the regulations and inspections.

    The most common standard is 30 BOD, 30 Suspended Solids, with Nitrate dependent on where the outfall is going for further dilution. There can be many more requirements for wastewater outfall.

    Standard Methods published by the APHA is just a book that tell a person how to run the tests.
