What is the Best British Bank for Customer Service?

One where you can speak to a staff member in the branch by phone and not have to talk to someome half way around the world. Where staff understand local accents and answer phone personally rather than by cumputer which asks to press *or # followed by some number.

I don't know which one is best as it changes constantly as the banks hire and fire staff as per the current politics. I can however let you know which one is the worst - Barclays/ Woolwich. Your description above has them down to a tee.
