What is the Best College in the NEast at which to earn an MS in Mechanical Engineering?

NEast where?  MIT in the USA is the answer to the question.

MIT is the best, you get what you pay for.

Depending how far afield you want to go there is a good one in Wisconsin (University of Wisconsin-Madison).
