What is the Best surround system out there for the best price??

In my opinion, a great inexpensive system would have a Yamaha or a Denon receiver, and speakers by Klipsch, Mirage, or Boston Acoustics. Avoid HTIB's- Home Theater In A Box, systems. Unless it is Boston Acoustics, Yamaha, Denon or Klipsh. Happy Shopping!
