What is the CO2 Fertilization effect?

Even though CO2 is a gas, increasing or decreasing concentrations will increase or decrease plant growth by making available in higher concentration, that which a plant requires during photosynthesis and respiration. One thing not mentioned, though, is that like chemical or organic fertilizers, increases beyond a certain point will damage or kill a plant just as surely as high fertilizer concentration.
