What is the California privacy code?

I go to court tomorrow for a camera ticket. I did a rolling right on a red in Montebello. Someone told me that I could beat it because in California it is against California's privacy laws to issue a ticket from another state. The ticket was actually issued by some guy in Arizona. It will make my case stronger if I knew the actual privacy code, I searched the internet with no results.

And before I get bashed for running a red light, I live in Redondo Beach and was covering a shift in Montebello, the guy who was to work the second shift was late and I had about a hour to get to my son's daycare before they closed at 6pm. Montebello is well known for being blood suckers in the camera racket. The ticket is $381 and the same ticket in NYC is only $50!!!

  1. the arizona company is probably just a processing house for the tickets. you rolled the stop suck it up and ask for payments if you can't pay it all at once. would you be looking for a loophole if a cop had seen you and actually given you the ticket?
