What is the Definition of a Two seater vehicle?

What is the definition of a two seater vehicle. My grandfather has a GMC Truck(can't remember the year it's around 1993-1996).

It doesn't have a back row, it's like a bench. It can seat three but for california laws where carpool is three or more or 2 for a 2 seater vehicle.

Please give me the definition and if you think this truck could be classified as one. I see several trucks like it in the carpool lane and cops don't do anything about it.

Three people should be able to sit on a bench seat.Why would the truck be equipped with three seat belts,if only two people could ride in it...

mmm think about it man... two seats one on the right and one on the left.... only two people will fit
