  1. The only difference between a "normal" CRT (Cathode Ray Tube) TV and a flat screen is simply the shape of the CRT itself. The "flatter" the screen the better the resolution. LCD (Liquid Crystal Display) TV's with a flat screen are usually very light and have a higher quality picture though are more expensive than a standard CRT.  Plasma TV's are the highest quality, but are even more expensive than LCD TV's. I hope this helps.

  2. essentially as the comment above said.

basiaclly it is the technology. CRT tvs (non flat screen/LCD/Plasma) are much older in technology, several decades older. Flat screen tvs ( LCD/Plasma) are much better quality. The image/resolution of these tvs if phenomenal compared to CRT tvs. without going into much detail the flat screen tv is better quality wise. Size wise however 20 inches is very small and if its for a bedroom and it is a tv your not going to use much i would go for size.

It is completely your decision. In regards to which is better the flat screen tv is, but the size of the normal tv would give you more value for money.
