Ambassador is the highest diplomat that is sent to another country while a consul is a subordinate usually assigned for commercial purposes and others.  In the absence of an ambassador the consul is the highest position.

In strict term of international relations, there are two kind of Agreements that underlying the relationships which distinguish between the two things you ask. One is Vienna convention on Diplomatic relations and the other is Vienna convention on Consular relations. That is if I get your question correctly. The words Consular and Counselor are pretty much similar in spelling but a lot different in definition. Assuming you ask the different between Ambassador and Consular.

It is true that consular relations would deal pretty much with business and normal civic relations, and the Vienna convention allow less privileges and immunity to Consular relations. For example, Consular Office is usually head by Consul-General and empowered to issue Visas, renewal of passports, taking care of Students matters, issue certificate of birth, death and marriage, or in general performing what your home office would do. It is worthy to note that there is also an honorary Consul, which might not be the person from that nationality he represents, but usually he or his family has done some good deeds to the country and is appointed honorary consul in return as a reward.

Now, Ambassadorial position is the highest position in the diplomation representative of a legation. It is governed by the Vienna Convention on diplomatic relations which agree upon most of the important acts allowed and exempted for these representatives, which is much greater than the Vienna Convention on Consular relations. Usually, Ambassador deals mainly with a much larger issues of national importance being politics and economics relations between the host and the sending countries.

The tricky part is that most of the Embassy, which headed by Ambassador, would also have a consular section, and that within the section run by a Consul, who de facto reports to the Ambassador at the Embassy, and in normal practices enjoys diplomatic immunity and privileges in both conventions.
