The Eiffel Tower is in Paris and no you cannot jump from it.

As for the tower that looks like the Eiffel tower in Tokyo is called "Tokyo Tower" and is red. It's taller than the Eiffel tower.

Tokyo tower is 333 m or 1093 ft and the Eiffel tower is 300.65 m or 986 ft.

And no you cannot jump from that tower as well. As a matter of fact you cannot jump on any buildings whatsoever in the world unless given special permission (for movies for example) for security reasons.
