What is the Exact Procedure to get the UAE Consulate Endorsement on my Degree Certificate in Mumbai?

I am currently in negotiations with a prospective employer for a job opportunity in the UAE. The company has advised me to get my Bachelor's Degree Certificate (Mumbai University) endorsed by the local UAE Diplomatice Mission (in this case, your office).

To this effect, I have already obtained the verification stamp from Mumbai University on the reverse of my certificate. I understand that I need to obtain certain additional endorsements from local authorities before I approach your office for an endorsement.

However, I have been unable to find specific information regarding what additional stamps you require before you can endorse my certificate.

1. After university verification, where do I go next? (Names / addresses of local authorities will be most appreciated)

2. After I get all the necessary stamps, what is the process to submit my degree certificate for your endorsement? (Forms / Documents / Photocopies / Fees / Submission Timings / Do i need to go in person?)

The endorsement by local UAE Diplomatic Mission or Embassy will not be possible till you get all your degrees or certificates Apostillised. In Apostillisation all documents should be first authenticated by the designated agencies in the State from where the document has been issued. In case of personal documents like birth, death, affidavits, power of attorneys, marriage etc, Home Department/General Administration Department are the designated authorities. In case of educational documents like degree, diplomas, matriculation and secondary level certificates, State Governments have now opened Regional Authentication Centers (RACs) at various States from where the document should first be attested. Documents attested by these authorities then need to be presented to MEA for issue of Apostilles. Documents attested by these authorities then need to be presented to MEA for issue of Apostilles at Ministry of External Affairs at CPV Division, Patiala House New Delhi. Once the Apostille stickers of Rs50/- is affixed each on all these documents you can use them for VISA/Immigration purposes. This is the latest legal position with regard to any such document w.e.f. August 29, 2007.

Now you will be asking where is the RAC office in Mumbai so note down the address (& take all your educational certificates & degrees for attestation first before you get Apostille stickers affixed on each of these) :- School Education and Sports Department, 4th Floor Mantralaya Annexe, Mumbai-400032 . When this whole process of Apostillisation is complete then only the UAE authorities recognise your documents as genuine, not otherwise.

There is nothing specific about getting your degree apostillized, after university's endorsement, just go to the address above. An application form, which can be downloaded from http://www.education.nic.in/circulars/at... has to be filled and attached.

a) As a rule the prescribed application form should be completed, signed and presented by the applicant himself/herself, to whom  the documents belong, during the specified timings and he/she should be ready to give any clarification/produce relevant documents as may be sought by the Authenticating Officer.

(b) In special circumstances, this form maybe filled in for outstation candidates by another person provided he/she is the applicant’s spouse/close relative (to be established by means of the Passport/ Electoral Photo Identity Card (EPIC)/PAN Card/Photo Identity Card issued by Central / State Government and produces the photocopy of the passport duly attested by the Indian Mission /Post abroad in respect of the person staying abroad. In case, where spouse/close relative is not available for submitting the form for authentication, then the form for authentication of educational certificates, in question, may be accepted from any other person also for authentication, subject to the condition that the same would be got verified by the Ministry from the University/Board/Institution concerned and only, thereafter, the authentication would be done.

Passport size photograph of the candidate to be affixed in the application form should be a recent one.

The proof of identification of the candidate should be enclosed with the application form (only the Passport alongwith its photocopy is acceptable). Copies of the following pages are to be attached:

(i) Photo page (ii) Address page (iii) Page containing parents’ name (iv) Page showing validity

If the qualification holder is in India, his/her Passport in original needs to be produced, by the person applying on behalf of certificate holder. The Ministry of Human Resource Development authenticates only in the back of original certificates/ degrees/ diplomas. A fee of Rs.50/- per certificate is to be paid in the form of postal order. Postal orders are to be endorsed in the name of “Secretary, Department of Secondary and Higher Education”,.

Proof of identification of persons submitting the forms on behalf of an applicant viz., Passport/ Electoral Photo Identity Card (EPIC)/PAN Card/Photo Identity Card issued by Central / State Government alongwith a photocopy should be submitted. In case of passport, pages as mentioned above, should be photocopied and submitted. If a certificate is in a language other than English or Hindi, Translated English version of the same duly attested by a Gazetted Officer only should be submitted.One photocopy of the certificate to be authenticated is to be attached with the application for record. Original Mark-sheet(s) should be shown and photocopies should be attached along with the application form for authentication of the degree/ diploma certificate(s).

Before submission of documents for authentication the applicant should remove the lamination on the back of the certificate.The individuals coming personally for getting their educational certificates authenticated, will have to collect the authenticated certificates the same day.

After getting your degree apostillized from MHRD, you have to proceed to Ministry of External Affairs, Patiala House, New Delhi. Here its a very simple process, no form, no fee nothing, just fall in the queue and submit the degree, in the same evening, you will get the degree apostillized by Ministry of External Affairs. Please note there is no fee and don't get in touch with any tout.

Afterwards, your final destination will be UAE Embassy at Chandragupta Marg, Chanakyapuri, its just behind the US Embassy. Submit the original degree with a fee of Rs.1,500 for delivery after 2 days or Rs. 2,500 for same day delivery. Please note that timing for submission of docs in Embassy is 9am-12noon. They are very strict about this.
