  1. It is a Xe surrounded by four oxygens.  The oxygens are all double bonded to the Xe.  It is this structure because that more favors the formal charge (every atom has a formal charge of 0) rather than having single bonds to all the oxygens.  Atoms can't normally have 8 bonds like this but Xe is very large and is past the third row so can expand it's octet.
