The council requires Arsenal to appoint an independent agent approved by the council to carry out data collection and analysis. Initially, during the first 12 months of stadium operation and also in subsequent seasons. The purpose of this will be to monitor compliance with the Local Area Management Plan and the Stadium Travel Plan in order to ensure that the adverse environmental impacts are minimized, that the Modal Split Target is achieved and maintained and that the Retention of Visitors Measures are effective.
