  3. You need to have a complete circuit in electronics (as opposed to light which is only transmitted and not returned) and the neutral completes the circuit by returning the current to the source.

  4. It is normal for a neutral connection to be made all of the time i.e. it is not switched by any switches, relays etc because it is effectively at earth potential and so poses no risk.

    The reason for the link is so that it can be removed for testing etc. It is not possible to do an insulation resistance test if the neutral is connected.
