The SCO although is primarily centered around its member nations' Central Asian security-related concerns namely threats of terrorism, separatism and extremism and with the formation Regional Antiterrorism Structure (RATS) on April 21 ,2006, where the SCO announced plans to fight cross-border drug crimes under the counter-terrorism rubric and to gain mutual advantage on matters of regional security and energy.

    The Shanghai Cooperation Organisation (SCO) is an intergovernmental mutual-security organization which was founded on June 14, 2001 by the leaders of the China, Russia, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan. The organization has denied that it is an emerging military bloc, but western speculation suggests that the SCO serves as a possible counterbalance to NATO.

    Ideally in the scheme of internatinal security,  a multi-polar international system would guarantee equal security and development potential for all countries. where the 'go-it-alone' approach to global and regional problems has no envisioned future.

    The multilateral approach is written into the so-called Bishkek Declaration. Much of the document signed by leaders of the SCO nations is devoted to security, which is broadly interpreted as a sound global economy, a reduction in poverty, as well as economic, ecological and energy security.

    The Bishkek Declaration also highlights the need to fight terrorism and singles out the negative regional influence of Afghanistan's illegal drug trade.
