  1. Malta is a soveriegn country even when its territory is small.  Thus, its government can issue passports for its citizens.


  2. The full official name is Sovereign Military Hospitaller Order of St. John of Jerusalem of Rhodes and of Malta (in English) or Sovrano Militare Ordine Ospedaliero di San Giovanni di Gerusalemme di Rodi e di Malta (in Italian). Conventionally, they are also known as the Order of Malta.

    As such, it issues diplomatic documents which are accepted by most countries.
