  2. A divided highway is a roadway divided by two sets of solid double yellow lines

  3. A roadway having lanes running in opposite directions that are separated by some substance not meant to drive on.  Concrete, grass, dirt, etc.  Double-yellow line do not constitute a divided highway, as they mean that cars coming in either direction cannot drive to the left of the center of the road (normally to pass). You can turn across double yellow lines, so that is not a divided highway.
