  1. The first answer given is ok for many localities, however there are some areas where any pre-school is not provided by the government, but is available from private companies, some of which are very small.  I believe there are even a few areas (rural areas) where kindergarten is not government-provided either.  

    In any area where government does not provide a school at a certain level, then the next level up does not require having attended the lower level.  

    When you find out what school your child qualifies for, based upon his or her age, then inquire as to other qualifications, like the child obeying instructions and knowing they must ask to use the restroom facilities and knowing how to do that.


  2. The waiting period depends on how crowded it is.  Very expensive, prestigious ones may have a waiting list.  Public ones for people without much money may be filled.

    Enrolling in kindergarten just involves showing: birth certificate, proof of shots, proof of address, and filling out questions about the child's health & first language spoken & emergency card.

    The child usually graduates levels based on age, but maturity & intelligence (high or low) can play a part in it.

  3. The procedures may differ slightly from state to state.

    1. Your best strategy would be to sign your child up for a pre-school as soon as possible since they may have a waiting list and it is usually first come first in.  Some states have limited free pre-k classes available at public schools and/or private daycare centers; check with your local school district.  Check with local churches and civic groups that might offer pre-school. Most public school or state sponsored pre-school programs require that the student meet the cut-off date--our cut-off date is September lst, so any student attending the state pre-k program would need to be 4 on or before September lst in order to enroll for that year, if he does not, he must wait until the following year to enroll.

    2. Progess through pre-school (3 and 4 year olds) is usually by age. When your child is ready to go to kindergarten, usually 5--the cut off date varies but many states use September 1st, you will go to the school or district enrollment office with a certified birth certificate (you can order this through the state's department of vital statistics--the school can tell you how to request one--it is not the same as the pretty one the hospital gave you), current shot record and physical within the last year, and proof of residence (current utility bill with your name and address) to complete the paperwork.

    3. Call your local school or district to find out when registration begins, which is usually in April or May before the class starts. Once your child is enrolled in kindergarten, and successfully completes the program based on state standards in public schools (and state required tests in upper grades), he will automatically be promoted to the next grade level without you having to fill out further enrollment forms; only up-to-date student information papers will need to be completed each year which he will bring home during the first days of school.
