It depends on your state check with your local Marina. In Arkansas I'm almost positive that you need a boating licence. This may be true for other states too.

In Pennsylvania everyone born after a certain year(I think 1980) needs to have in their possession a card that shows you have passed an approved test.

I was grandfathered in and did not need to pass the test but took it just to get the insurance discount for my other boats.
