A Vespa and a moped are different things. A Vespa definitely needs a license plate and you need a drivers license to operate it.

A moped is kinda like a bicycle with a 50cc motor. Some places you're not required to have a driver's license and they may not require a plate. You have to check state by state. I've seen both in Baja, and I'm pretty sure what mopeds I saw had plates on them.

If you do take one down there you should absolutely have a plate for it as well as a drivers license. If you have an accident anywhere in Mexico you go to jail unless you can prove, at the scene, you can cover damages. Medical and property. A Mexican insurance certificate will do, but you won't be able to get one without a drivers license and a license on the moped or Vespa.
