What is the average 2k erg time for a male trying to receive a college rowing scholarship?

Depends on what college you are trying to join.  Here's a list of times from Crash B's and it shows you the schools and the times of the rower.  If you can find the school you are going to and you have a time similar to their rowers times then im sure you'll be able to get in.
