I'm guessing 40-50.  You have to take out the set of the population that are still children, so that means the youngest bettors are going to be around 20.  But in order to bet money on races you have to have money so you have to have a steady job so that means you're pretty set in your career so a big chunk of the betting population would probably be 30-50 years old.  Then the regulars at the track seem to be the retirees so there's some that are 50-80.  I don't know, but I'm guessing it averages out to be high 40s.
