I don't know if there is a simple answer to this.

When people play cash games, they take a small percentage of each pot known as a rake.  This amount will vary depending on the stakes and will usually have an upper limit, again determined by the stakes.

In tournaments there is a buy in fee.  Tournaments are usually shown as, for example, $33+$3.  In this case the tournament costs $36 to enter, of which $3 goes to the house and the rest goes to the prize pool.

So the average commission is entirely a function of the stakes you play at.
