For the SATS in KS2: Level 3 - is below

                                      Level 5 - above average

SATS in KS3: Level 5 - below

                         Level 6 - average

                         Level 7/8 - above average

KS2 Sats are taken in year 6 and KS3 are taken in yr 8 or 9 therefore the average should be level 5 in year 7.
