What is the average national income tax rate for fed state local combined

For those localities that have all three income taxes, what is the combined national average in the US? I know Florida and a lot of localities don't have income taxes. I need to know the average combined tax rate for those who pay at all levels. I need to compare this UK's average. thanx in advance.

  1. The average total tax burden in the USA is about a third.  This is the lowest in western industrialized countries.
