  2. If you're just starting out you don't want a shiny new bike.  You're going to be hard on your first bike.  You're going to abuse the clutch. You might well drop it once or twice before you get the balance worked out.  If you buy a bike, say 5-10 yrs old, maybe even with a few scuffs and bruises on it, you can sell it after a year or so for about what you paid for it and by then you'll know better what you want.

Scooters are a good alternative if you are just interested in basic transportation.  A 50cc scooter will get you around town so long as you don't need to go faster than 35 or so.  A 150cc scooter is good for short trips on the freeway.  A 250cc scooter can cross the continent.  The advantage of scooters is that they have a very low center of gravity so they are very manageable, especially for newbies.  Most of them have auto transmissions too, which really helps, especially if you can't drive a stickshift car.

Vespas are nice, and very pretty, but kind of expensive.  Any of the Japanese manufacturers make a very good product for the money.

Motorcycles, you don't need anything big and fancy.  Motorcycles are sold in the US as recreational equipment, not transportation equipment.  Just about everything has >100 hp. They sure are fun though!

I should think you'd be able to find a good bike, motorcycle or scooter, for about $2000.  You will need some other stuff, a good jacket, helmet, gloves, plus you really ought to take the MSF course to get started (Motorcycle Safety Foundation) so you might end up spending another $500.

There are many websites with tips on buying a used motorcycle.  Just Google 'Buying a Used Motorcycle'.  But basically you already know what you're looking for, a bike that's been well cared for, had oil changes, good tires, not a bent frame, all that stuff.
