  1. The maximum speed limit is 110 km p.h. on main roads and 50 km p.h. in any locality.


  2. They don't move at all: therefore 0 mph (or kmh if you are metric like New Caledonia)

    How can you calculate an "average speed" anyway?  

    I wouldn't think there are set speed limits but that it all depends on the circumstances, like anywhere.

    Say the speed limits are 50km/h, 70km/h, 90km/h and 110 km/h

    Add them together, that makes 320km/h.   Divide that between 4, this being the number of speed limits used for your calculation and you get 80km/h.

    The question has me scratching my head in puzzlement a bit, but good luck, whatever it's for.
