  1. Most every country will have laws that are deemed to be in their own best interest.  If a country requires someone educated elsewhere to pass an exam, it could be for a variety of reasons: To ascertain that the individual can function in the local language (such as the medical exams in Thailand--every doctor must pass them in the Thai language); To collect fees for the exams (a form of taxation); To ensure their skills meet a certain minimum; or To match laws in another country in a sort of t*t-for-tat fashion ("you do this to us, so we'll do this to you").

In broad terms, Asian countries have educational curricula and philosophies that require much more memorization and much less independence of thought.  The strengths of it are those of respect for teachers and elders, cooperation within the community, and natural skill at imitation.  It is weak in individual creativity and original thought.

Western countries have educational curricula and philosophies that require much less memorization, and much more analysis and creativity.  Its strengths include leadership skills and innovation.  It is weaker in terms of social intelligence, cooperation and respect.

All countries tend to have a self-centric view of the world, and in many countries, the histories and languages of other nations get neglected.

Economic factors play a large role in the differences among nations in the education of science and technology, with some countries excelling on account of their greater opportunity.

In my experience, it simply cannot be said that one culture's educational system is superior to another's, with the exception of the economic inequalities.  Each society may view things differently, but this does not make it right or wrong.  However, each country may rightfully demand that those who work for them have met the standard that is commonly held within that society.

In summary:  There are some rather large differences in education among nations.  Most of the differences come as a result of the societal and economic differences.  However, standards can also be quite different at times.
