What is the best AVI converter for the lowest price?

Question

I'm looking for an avi to dvd conveter, but an avi to wmv converter would be fine. I would also prefer them to have a burner.

If you want to break it down into 'best converter for price range', that would be awesome!

Also, please give suggestions for converters that are good quality. I've had converters that converted videos to fuzzy or pixelated (bad) quality. I'm trying to avoid those.
