GIMP is a free open source photo editor.

Just google: download GIMP, there are many download sites/

paint.net is amazing and free, its like photoshop

PhotoFiltre is a peice of software designed and created mainly for editing images and creating and using your own effects. You can also use all of the tools built it and it has been known even to rival expensive software!

I am not sure if it has what you are looking for, but it is definately a good place to start!

Gimp is the most advanced, I would certainly get rid of photoshop if layer effects were added to it.
