There's no one size fits all best insurance company for EVERY small business.  Also, "small" is in the eye of the beholder.  A "small" business owner here yesterday said he's got 80 employees.  For some people, that's not small.

There's no short cut, you're NOT going to be able to do this yourself, effectively.  Go to a local, independent agent, and let THEM find the best insurance company for YOUR PARTICULAR small business.    Some companies only write accountant offices.  Some like two man roofing companies.  Some will do a maid service.  Some will do a petroleum engineer on an offshore rig, who does consulting.  Some will write a medical office.  None will do them ALL, although they're all small businesses.
