As soon as they start talking. The earlier the better. Babies growing up in a multi-language household learn to speak the different languages  as soon as they start to speak.

my kid is bilingual at home- mainly english from his dad, he learns my lang and picked up a lot at home

from tv, he is learning spanish and chinese. it develops those synapse and connections in the brain development

As soon as they can speak...They have mastered the English language...kids brains are like sponges..they learn 80% of all their knowledge by 5 or 6! So start as young as possible..my nephew speaks spanish as well as english,and he's only 5.Of course his mom taught him....Behind every great person,there's a mom.
